State-national source paperwork: file and evidence map

Scope. This is a source-audited organizer for paperwork described by the Global Family Group and related assembly materials. It documents what the publisher currently asks for, what must be checked with an actual government office, and what evidence proves only that a step happened. It does not assume that a private declaration changes citizenship, nationality, tax status, court jurisdiction, licensing, title, or any agency record.

The two processes must not be conflated

The current Global Family Group source describes a short Universal Declaration / recording workflow. The Wisconsin Assembly recording-secretary cover workbook separately identifies a minimum “1779” set and a larger “928” set. The interface keeps all three as distinct source branches. It does not silently treat a publisher's checklist as a government filing requirement.

This map is transcribed from the local research copy of AssemblyMemberFileCoverPage.xlsx, found under the Wisconsin Assembly shared folder at How to Build an Assembly/Recording Secretary/. “Other Documents” tracked as optional, not core

The workbook separately lists: Revocation of Election to Pay Taxes (DC and NY), Notice of Intent / Fee Schedule, Declaration of Political Status, state/county voter cancellation, military cancellation or retirement notice, militia participant record, Common Carry Declaration, Baby Deed / Record of Life, and a Sign in America training affirmation. The interface defaults these to optional. Tax, voter, military, firearms, and vital-record effects require the governing law and the responsible agency's accepted record; inclusion in a private packet does not establish those effects.

Current direct source forms:

The publisher currently instructs users to fill but not sign before the chosen witness/notary session, use two different primary witnesses for the two testimonies, and upload a PDF or image into its profile system. Those are publisher instructions, not conclusions about public law.

State and county picker

Every case records:

  1. state or District of Columbia;
  2. county / intended receiving office area;
  3. source branch and source-form version;
  4. the exact working and final filename;
  5. status, evidence, completion date, rejection, and next action.

The state choice does not rewrite a national template automatically. It selects the jurisdictional research layer that must be completed before submission: notary law, recorder authority, formatting, fees, indexing, document type, and the office capable of producing the claimed official effect.

Public-law verification boundary

The phrase “American State National” used by the private sources is not assumed to equal the federal statutory category “national, but not citizen, of the United States.” Federal law defines categories of noncitizen nationality in 8 U.S.C. § 1408, and USCIS currently explains that people born in American Samoa or Swains Island are the ordinary present example. A source declaration is evidence of the declarant's statement; proof of a federal status requires the governing law and an accepted government record or adjudication.

The three public MEGA folders were inventoried on 2026-07-15 with the local Python mirror tool: 2,401 files / 152,287,673,520 bytes total. The filtered document corpus is 919 files / 715,549,967 bytes. The expanded known non-media selection is 1,340 files / 781,591,525 bytes, adding raster images and one PowerPoint document. Known audio/video formats, OpenShot project files, the media-named ZIP, and unidentified extensionless transfer objects are excluded. Everything under data/downloads/ is local-only and is never copied into the hosted Trusts GUI image.
