Three status-paperwork processes compared — State National · SEDM · Amnesty Coalition

All three of the process workflows in the tracker (/paperwork) are variations of the same underlying pattern: assert a changed personal status by assembling a set of documents, get them witnessed/notarized, submit or record them, and (they claim) thereby change how government treats you. They differ in vocabulary, emphasis, and which agency they aim at — not in structure. This page maps them side by side so a user can see the shared spine and pick deliberately.

⚠️ Same honesty rule as the rest of the tracker: these are the steps each source prescribes, not a representation that the theory works. To varying degrees all three are contested and court-rejected; the tracker's final step in every process is independent legal/tax verification. See docs/SIMILAR-SITES.md, docs/RED-RIVER-TRUST.md, and the SSN/VPA research.

The shared spine

Stage State National (Global Family Group / Assembly) SEDM Amnesty Coalition
1. Foundational status assertion Universal Public Declaration of Political Status (Form 547) / Assembly 1779 Declaration of Naturalization Affidavit of Citizenship, Domicile, and Tax Status (Form 02.001) Affidavit of Novation (“Cucumber’s Law”) + Statement of Value/Consideration
2. Identity / supporting evidence Birth certificate, photo ID, 3 passport photos (relies on birth/citizenship evidence for the affidavit) Long-form birth certificate (+ DS-10 if applicable)
3. Passport track Passport photos + declaration as status evidence Status affidavit + W-8 citizenship attachment support a DS-11 DS-11 + notarized Explanatory Statement (the most passport-centric of the three)
4. Tax / agency piece Revocation of Election to Pay Taxes (in the 928 “Other Documents” set) Core focus: W-8BEN/Tax Form Attachment, Voluntary Nonwithholding, correct W-2/1099, SS-trustee resignation, IRS response letters IRS Form 8822-B + cover letter; Response to IRS notice
5. Witnessing / notarization 2 witness testimonies or notary path notary/witness on affidavits notarized affidavits + statement
6. Submission / recording County recorder or assembly recording (recording number) Certified mail to IRS/state; build an administrative record Passport office + IRS mailings
7. Independent verification Confirm any claimed citizenship/record effect Frivolous-position + §6702 penalty check Redemption/UCC criminal-exposure + false-statement check

What actually distinguishes them

Risk gradient (honest ranking)

  1. Highest: Amnesty's UCC/redemption “value and consideration” money pieces → can be treated as fictitious financial instruments (criminal).
  2. High: SEDM's tax-return/withholding positions → §6702 frivolous penalties, civil fraud, possible criminal (§7201/§7203).
  3. Moderate: false statements on a DS-11 passport application (18 U.S.C. §1542).
  4. Lower (but not zero): recording a political-status declaration — mostly ineffective rather than penalized, though it can complicate real legal matters.

How the tracker uses this

Each process in /paperwork seeds the same source-audited checklist shape (source-required / supporting-evidence / government-required / completion-evidence / source-optional), every step carries a basis line stating what the source says vs. what is independently required, and every process ends with an independent- verification step. You can run all three as separate cases for the same person and compare their document sets directly.
